The National Citizens Party (NCP) has said it will not participate in the event unless the legal basis of the July Charter is confirmed. The party’s convener, Nahid Islam, said this at a press conference on Thursday morning.
Regarding the signing of the charter, Nahid Islam said, “If we sign the July charter without a legal basis and certainty about the order, it will be worthless.” We are not even sure on what basis the next government will issue the order, or what text will be there. “As a result, we ourselves will not be a part of the July charter signing ceremony or the ongoing arrangements until we confirm what our member secretary said.”
He said, the July Charter Implementation Order must be published before the signing of the Charter. The July Charter Implementation Order will be issued by the Chief Advisor in accordance with the sovereign will of the people. Before the July Charter is signed, we must reach a consensus on the draft of the order that will be issued to implement the Charter. Based on that, we will consider signing the July Charter.
He also said, “We want to see the text of the order, which is its draft, first. Since Dr. Yunus formed the government on the strength of the July mass uprising, it will be issued by Dr. Yunus as the government, not the president.”
The NCP convener said, “The 84 reform issues in the July charter will go to the referendum together. The Note of Dissent will not have any separate function in the referendum. The referendum question will have to be finalized in advance. We have to show that to the political parties.”
Nahid Islam said that if the people approve the charter through a referendum, that is, if they vote in favor of the charter, the power to make the constitution will be delegated to the next parliament. Almost everyone now agrees with this demand to reform the constitution according to the charter. But it is not yet clear to us whether it will be amended?
Meanwhile, differences of opinion over the means of implementation have created uncertainty over whether all political parties will sign the July National Charter. In such a situation, the National Consensus Commission called a surprise ‘urgent’ meeting with political parties on Wednesday evening.
However, Chief Advisor Professor Muhammad Yunus said in the meeting that the July National Charter will be signed tomorrow, Friday. At the same time, he said that elections will be held in February.
